Whether any change consumer currently captures prior/new values: a scoped record_values, or a standing holder like an installed undo stack. A framework layer (the persistence container) asks this to decide whether a delete must materialize its row first: a value-free delete cannot be inverted, and capturing costs nothing when nobody records.
