Raise or lower the level Day’s default logger emits, at runtime. DAY_LOG sets it at startup
on native targets; the web launch path reads ?DAY_LOG= from the page URL.
Set the maximum level that will be emitted. Separate from init_logging because the web
launch path has to supply the level from the page URL rather than the environment, and because
an app may want to raise or lower it at runtime.
