Speak text through the screen reader without moving its focus (docs/accessibility.md):
the outcome of an action the user cannot otherwise learn about (“Saved”, “3 results”). The
sentence waits for whatever is being read to finish; announce_urgent interrupts it.
Nothing happens when no screen reader is running, and nothing happens on a toolkit that
answers Cap::Announce with Unsupported.
