Activate a link target, using the same policy as link and markdown labels.
A leading # denotes an in-app route: #settings calls navigate with
settings. Route paths, percent escapes, and query parameters use the navigation system’s
existing rules; # alone navigates to the empty route (pop to root). An unknown route is
ignored, never handed to an external application. All other targets go to
day_core::open_url unchanged, including URLs with fragments such as https://daybrite.dev/#docs.
Use this from Label::on_link to keep the default behavior for targets your handler does
not override.
